This report has been prepared for the European Schoolnet Steering Committee by the EUN Insight team. It sets out the state of the art (a factual overview of the situation), evolution (discernible trends observed in the data) and issues (problems and difficulties on the horizon) concerning eLearning in school systems in Europe based on the EUN Insight work. The 14 issues are described in provocative terms in order to stimulate discussion to test their validity.
