There remain many questions about what exactly is innovation? Is it the same everywhere? How does it work? What is the relationship between innovation, policy-making and practice? Can peer-learning be an effective tool for encouraging innovation? How can innovation be transferred and expanded on?

This Thematic Dossier seeks to answer some of those questions. It results from the reflections and discussions that took place during EUN’s Policy and Innovation Committee (PIC) meeting in Barcelona on 23-24 February 2006. At the meeting, participants came up with quite a diversity of views when asked to explain what the word innovation meant as regards to their national contexts. To shed light on these differences and complex issues this thematic dossier brings together a series of articles and analyses to describe innovative projects and practices in Europe.
